The multimedia monument in the small town of Usman is now known all over the world. This was helped by the steady demand for Russian software

IT developers in Russia will, in the not so distant future, start to create more such solutions, which will be designed for both the public and private sectors. It is important that this is reflected in the lives of ordinary people throughout the country.

It has become easier to interact with the state

"An impressive list of bills aimed at stimulating the domestic market has been adopted at the state level," says Sergey Lukashkin, an expert in digital transformation, business process re-engineering and service standards. - Now, during public procurement and tender procedures, domestic software, which is included in the Unified Register, is prioritized, and customers are obliged to purchase products manufactured in the territory of the Russian Federation in the established minimum shares. But it is important to note that this has become a practice through procurement in state-owned companies and companies with state participation, so the role of this program is very important".

The expert believes that in recent years, "the focus is increasingly shifting" to financing from the state or major corporations, most of which are state-owned, and "they also have the main resources. But interaction with the state requires knowledge and experience in working with government contracts, emphasizes the specialist.

"The import substitution program is obviously a forced measure, which began to work in 2014," Lukashkin reminds. - The issue of domestic software development comes from the formation of forced demand in connection with the replacement of foreign software. Yes, some of our solutions were in demand before, but now they are easier and quicker to get contracts".

Well, the trend is evident, because import substitution in the IT sphere is, in fact, one of the key tasks that were outlined in the program "Digital Economy of the Russian Federation". It should be recalled that this process was launched back in June 2015, when the law on the creation of the Register of Russian Software was adopted, and in November a decree was signed to introduce restrictions for government customers on the purchase of software that is not included in this register, which, it should be noted, has been working in our country since the very beginning of 2016.

In July of the same year, a plan to switch to Russian software was approved. This plan envisioned that the share of domestic software in purchases by government agencies should increase by the end of 2020: up to 50 percent for state corporations and companies with state participation, and up to 70 percent for government agencies. These figures are projected to increase to 70 and 90 percent by 2024, respectively.

Multimedia technologies and innovators from a domestic IT company have helped

Thanks to such a high-quality domestic product, which appeared in the IT sphere not so long ago, for example, the bust of scientist Nikolai Basov, installed in the small town of Usman, Lipetsk region, was included in the international rating of Mysterious Trip as one of the brightest multimedia monuments in the world.

The outstanding Soviet and Russian scientist N.G. Basov (1922-2001), twice Hero of Socialist Labor, winner of the Lenin, Nobel and State prizes, Doctor of Physical and Mathematical Sciences, Professor, Academician of the USSR Academy of Sciences and the Russian Academy of Sciences is a native of the small town of Usman, Lipetsk region. Here at the end of 2021 this monument was erected to him. The fact is that every fall the famous international resource mentioned above creates appropriate announcements, according to which tourists from all over the world can make routes for their "mysterious journeys". This is how the monument from the town of Usman took an honorable place among the famous motion installations from different parts of the world.

"It all started with the fact that our city administration participated in a competition held by the Ministry of Construction of Russia, - said the head of Usman city administration Denis Vasilchenko. - This competition was called "Small towns and historical settlements - the pride of a great country", and we won a grant for the reconstruction of the alley named after Basov, where there is a monument to our famous countryman. The length of this alley is one kilometer. We completely reconstructed it: we replaced tile pavement, put modern lighting, new benches, urns, etc., that is, we renewed all small architectural forms. But we really wanted the monument to our great countryman to attract the attention of tourists to Usman, so we turned to the IT GROUP OPEN from Moscow. So the city administration and this company together realized such an idea".

According to Vladimir Rozin, General Director of IT GROUP OPEN, the project itself was "initially new," so the difficulties were due to the lack of experience in such work accumulated in the country. The specialist specified that it was necessary to "develop new ideas" that would meet all the requests, for example, "we had a task to make the monument work every day regardless of the weather" and at the same time automatically start at a certain time after sunset and turn off according to the law on silence.

"Since this is not a temporary installation, but a permanent monument," continues the CEO, "it was necessary to take into account that in summer in Usmansky district the temperature can rise above 30 degrees Celsius, and in winter it can drop to the same value below zero. In the off-season, heavy precipitation is added. So we needed to make a special thermal box protecting the monument from moisture, dust, cold and heat. We independently developed the design of this box, paying special attention to the "intelligence" inside it: a lot of electronics and automatics that control all the systems. We have provided climate control, ventilation, air conditioning with the possibility of blowing and heating, and in order not to spoil the view of the monument, we covered the box with a beautiful mirror composite".

Vladimir Rozin emphasized that the system has been working steadily for several seasons, there is constant monitoring of all technical characteristics, but "we have never encountered any failures".

Recall that the list of similar multimedia monuments (which, however, do not have such unique climate protection systems) includes the statue of Ali and Nino in Batumi, "Franz Kafka's Head" in Prague, "Kinetic Rain" in Singapore, "Irish Wave" in Dublin and others. And now in Usmani, not far from the house where the great Russian scientist was born, stands this amazing bust, which got into the world top-rating.

"As you know, Nikolai Basov is one of the creators of laser technology," continues the head of Usmani, "so we put next to this monument an interactive board, where you can familiarize not only with his inventions, but also learn how he lived and worked. Laser beams are directed at the monument, which symbolizes what he worked on, and the illumination is carried out in such a way that it creates the appearance of the monument's movement".

According to Denis Vasilchenko, many people have noticed that because of such fancy lighting on the monument during the welcoming speech as if "facial expressions appear", and also a recording of Basov's voice was found, and every evening "our famous fellow countryman", we can say, welcomes the residents of Usman.

Import substitution is our everything

That is, the import substitution program has also played a certain role in the small town of Usman. Group administration tools, data storage systems, office packages, legal reference systems, electronic document management and much more - these are the main categories that are given priority in import substitution issues.

"When we choose Russian software," says Alexandra Polyushkova, director of customer service at Omni.sale, "we find ourselves in the same and understandable legal field. All document flow, all agreements, licenses and conditions are initially in Russian. Some people find it easier, clearer and more convenient to work this way. And, of course, the list of reasons for switching to domestic software includes such an important component as security, because there are precedents when foreign companies simply disconnected their products to clients from Russia, and this despite the licenses they had already purchased."

"I would like to add that it is pleasant to win a competitive struggle not when all the opponents have been eliminated from the field, but when you are really the strongest in this game. I am sure that our point of view is shared by our business colleagues," concludes Alexandra Polyushkova.

It should be noted that since the government decrees came into force, the transition to domestic software equipment has become very active, and the priorities of domestic IT companies have changed significantly after the import substitution policy was actually introduced in our country.

"Import substitution in Russia's IT industry certainly has a great future," says Timur Mustafayev, commercial director of Aerodisk. - We see a 200-300 percent year-on-year growth in requests in all regions of the country (depending on the region of the Russian Federation)".

Fruitful cooperation between the state and a private IT company

Returning to the topic of the amazing monument in Usman, we note that the residents of this town, as well as many tourists who have now come here, agree that this bust has truly become an ornament not only to the alley named after Basov, but also to the whole Usman. Basov, but also the whole Usman. The bright 3D projection show every night was called Basov's phenomenon, as the monument "comes to life" and "speaks" with the voice of our outstanding scientist. Moreover, after such a "welcome speech" a light show begins.

"We still cooperate today with IT GROUP OPEN," says Denis Vasilchenko, "which, by the way, continues to provide maintenance of this unique monument. That is, the city administration is in full contact with this IT group. As for some prospective cooperation, we have again won a grant and next year we plan to equip our embankment, which may also have some multimedia innovations. However, we will not make any predictions yet, I will only note that everything is going well so far".

According to the head of Usmani, "no one expected" that the bust of Nikolai Basov would enter the top of all multimedia monuments in the world, because "we just wanted to honor the memory" of the great countryman and "do a useful thing" for the residents of our town, as well as guests who come to us.

It is always a pleasure when our projects are recognized," said Igor Artamonov, Governor of the Lipetsk Region. - We do our best for both residents and guests of the region - we approach landscaping not as a trivial repair, but develop concepts taking into account local traditions, wishes of residents, and apply modern technologies. Of course, the monument to Nikolay Basov, Russian scientist and inventor of the laser, could not be ordinary. I am glad that not only local residents liked it, that we are not the only ones honoring our famous fellow countryman, but the whole world knows where this great scientist came from and what technologies he created".

The glorious traditions of domestic science are not forgotten

Well, in conclusion, we can say only one thing: the glorious traditions of Soviet science have not been forgotten in our time either. Thus, Rostelecom, the largest state-owned telecommunications company of the Russian Federation, believes that the main issue with regard to software import substitution is the development of its own solutions. Rostelecom itself is primarily interested in meeting the needs of its internal business customers by creating its own solutions, and the IT strategy of this state company includes the principle of minimizing proprietary solutions and focusing on its own development. In the future, Rostelecom plans to further increase the portfolio of solutions from domestic developers, as well as to include its own IT solutions in the Register of the Ministry of Digitalization of the Russian Federation.

"We are analyzing the Russian software market in two directions at once. Firstly, as drivers of the development of the domestic technology map under the working group on software import substitution established under the Russian Union of Industrialists and Entrepreneurs (RSPP), and secondly, as part of the implementation of tasks under our plan of transition to the predominant use of Russian software. Yes, there are problem niches in many classes of software, but nevertheless, we see the solutions of Russian developers and consider them very promising. So, based on the solutions with which we managed to work on the functionality, we can make an unambiguous conclusion: it is possible to work," Rostelecom concluded.
